How do i remove (water) bubbles on a wall surface caused by flooding? - flat bottom water bath canner
The bathroom floor flooded and water seeped through the stairway of the wall and creates a bubble on the wall, we left the bubble on the ground, where the entire collection of water and no water on the wall, but the paint is strained. I know that had the former tenant of the apartment the same thing happened to them in the same place. I wonder what is the best, easiest and cheapest solution to the flattening of the bubble remained at the surface. Is it possible to create an elite of the bubble and smooth out and fill the cracks or paint over it?

Cutting through the bull and see how it flattens. But you probably just cut loose material and then patch the wall if the damage is necessary and painting only.
